The Mayor of London,
Ken Livingstone has confirmed his plans to introduce a Low Emission Zone
(LEZ) across London.
The London Low Emission
Zone commences 4 February 2008.
The aim of the Low
Emission Zone (LEZ) is to improve air quality in London by deterring the
most polluting vehicles from being driven in the area. The vehicles
affected are older diesel-engined lorries, buses,
coaches, large vans, minibuses and other heavy vehicles that are derived
from lorries and vans such as motor caravans and motorised horse boxes.
There will be a phased
introduction of the scheme from 4 February 2008 through to January 2012.
Different vehicles will be affected over time and increasingly tougher
emissions standards will apply. Cars, motorcycles and small vans are
not included in the Low Emission Zone (LEZ).
The LEZ covers most of
Greater London following the Greater London Authority boundary and will
operate 24 hours a day, 7 days a week, every day of the year from 4
February 2008. In some places the LEZ deviates from the Greater London
Authority boundary in order to allow for suitable alternative routes and
turnaround points.
Vehicles that meet the
required emissions standards for the LEZ can be driven within the Zone
without paying a daily charge.
Operators of vehicles
that do not meet the LEZ emissions standards can take action to avoid
paying the daily charge, such as modifying the vehicle to improve its
emissions, or using a different vehicle within the Zone.
Vehicles that do not
meet the specified emissions standards can be used within the Zone but
operators will be subject to a substantial daily charge. If the
daily charge is not paid you may be liable for a penalty charge.
In London, road
transport is the single biggest source of Particulate Matter (PM10)
and oxides of Nitrogen (NOX). These are the primary causes of
air quality-related health problems, including asthma.
The Mayor believes a
Low Emission Zone is the most effective way to achieve reductions of the
most harmful road transport generated emissions in London.
All roads, including
certain motorways within the LEZ boundary are included within the Zone.
The M25 motorway is not included in the LEZ even where it passes within
the boundary.
All parts of the
Congestion Charging Zone fall within the LEZ. Please note that if your
chosen route takes you through the central London Congestion Charging
Zone, you will need to pay the Congestion Charge in addition to any LEZ
daily charges unless you are exempt or entitled to a 100% discount.
The Low Emission Zone (LEZ)
will affect older, diesel-engined lorries, buses,
coaches and large vans (exceeding 1.205 tonnes unladen weight) and
minibuses.
It will also include
other specialist vehicles that are derived from lorries and vans
including; motorised horse boxes, breakdown and recovery vehicles,
refuse collection vehicles, gritters, sweepers, concrete mixers,
tippers, removals lorries, fire engines, motor caravans, ambulances and
large hearses (over 2.5 tonnes) are also included.
There will be a phased
introduction from 4 February 2008 through to January 2012.
